Titling and Registration Information Registration Information by vehicle type:
New! Effective July 1, 2011, license fees will be changing for noncommercial passenger vehicles and trucks, noncommercial gross weight registered vehicles, motorcycles, trailers and motor homes. All vehicles in South Dakota must be titled and registered in order to legally operate on South Dakota roadways. A nonresident moving into the state has 90 days to register and title a vehicle. A vehicle title is a legal document that declares ownership of the vehicle to the specified person(s) listed on the title. Whenever a vehicle is sold, the title must be transferred to the buyer(s). This starts the ownership process over again. Information found on a title includes the owner's name and address, vehicle specifications and any lienholders.
When a vehicle owner registers their vehicle, they are required to pay the 3% motor vehicle excise tax to acquire proper license plates and tabs. The vehicle must be registered at the county treasurer's office in the county where the vehicle owner resides. The vehicle registration is provided to the vehicle owner by the county treasurer at the time all fees are paid. Registrations are renewed annually; the renewal schedule is based on the first letterof the last name of the vehicle owner. The registration document must be kept in the vehicle at all times.

There are currently 4 options for annual renewal of a vehicle registration. License renewal can be accomplished in person at the applicant’s county treasurer’s office; by mail through the county; online Internet renewal through www.SDcars.org; or through one of the four 24-hour self-service terminals located in Sioux Falls, Rapid City, and Pierre. SST Terminals: The 24-hour self-service terminals (SST) are available at the Get-N-Go, located on 10th & Arrowhead in Sioux Falls; the Hy-Vee Food Store, located on 49th & Louise in Sioux Falls; the Public Safety Building on Kansas City Street in Rapid City; and the Department of Revenue Office at 445 East Capitol Avenue in Pierre (the Pierre machine is only available from 8 a.m. to 5 p.m., Monday through Friday). Each SST is a fully automated motor vehicle registration renewal station and dispenses license renewal tags on the spot. A vehicle owner can navigate through the easy touch screen (voice assistance available) with a valid South Dakota driver’s license, South Dakota identification card, or if a company, the information provided on its renewal notice. Once the payment has been submitted and the transaction is completed, the license renewal tags and vehicle registration are dispensed directly from the machine. During the transaction, the customer is asked to scan the bar code on their South Dakota driver’s license or South Dakota identification card. This action retrieves all the vehicle owner’s registrations and allows them to select only the registrations they want to renew. The SST allows vehicle owners to register up to 90 days prior and 30 days after the expiration of their current license tags. Certain boat and snowmobile renewals cannot be done on-line at this time. Address changes must be made through the applicant’s county treasurer’s office prior to renewal. A $2 convenience fee per vehicle is assessed. Vehicle owners from any county can use the terminal with the proper identification. Acceptable forms of payment include electronic check, credit cards (MasterCard or Discover only), or ATM/debit cards supported by Pulse, Star, NYCE and Accel. Internet Renewal: The internet renewal system is available from 90 days up to 10 days prior to the vehicle’s registration expiration date. Certain boat and snowmobile renewals cannot be done on-line at this time. Address changes must be made through the applicant’s county treasurer’s office prior to renewal. To renew on-line, an applicant must have a valid SD driver’s license or a valid SD ID issued by the SD Department of Public Safety, along with their date of birth. In the case of a business, an FEIN number, along with the state assigned customer number (as indicated on the vehicle’s renewal notice sent out by the state) is needed to obtain access to the system. A $1 convenience fee per vehicle is assessed to cover the payment processing fees, in addition to the registration and mailing fees (mailing fee is $1 for each license renewed). Acceptable forms of payment include electronic check, credit cards (MasterCard or Discover only), or ATM/debit cards supported by Pulse, Star, NYCE and Accel. In-Person Renewal: To renew in person, the applicant should take the renewal postcard and a photo ID (either a driver license or ID card). If a vehicle you want to renew is not shown on the postcard, proof of ownership of such vehicle in the form of the title or license renewal form must be presented. Acceptable forms of payment for in-person renewals are cash, checks (in-state only), cashier’s check or money orders. Renewal by Mail: If renewing by mail, mail the renewal postcard and payment for the fees owed to your county treasurer’s office. If a vehicle you want to renew is not shown on the postcard, proof of ownership of such vehicle in the form of the title or license renewal form must be submitted. Acceptable forms of payment are check (in-state only), cashier’s checks or money orders. Include in your payment the appropriate postage fee ($5 for each plate/plates and $1 for each decal/decals). Also include on the postcard, your driver’s license number or ID number from a valid ID card. Allow two weeks for processing for renewals received by mail.
